Hopes of the trustees of the Yorba Linda library district for a new building to house the local library were practically at an end this week in the discovery that as long as district money available for the project can't be stretched, the federal contribution of labor can't be made to meet it.

As originally drawn, plans submitted to the board called for something like a $9000 building. The board was definitely committed to a building not to cost in excess of $6000.

An attempt was then made to scale the building cost down by eliminating the less necessary parts. This reduced the total cost but likewise cut down the proportion of man-hours of labor to materials. On this subject the WPA authorities held definite ideas not subject to change. Labor padding was next thought of as an expedient, but this proved impractical likewise, due to the WPA habit of examining each project on its merit.

The final conclusion was to the effect that while Yorba Linda may need a library it can't get one now under WPA, and so the whole scheme that has occupied people's attention for some six months goes a glimmering.
